Eww men like this need to be put on a register and publicly shamed. We should have an option of whether we want to associate with such people. This kind of behaviour will escalate. Clearly a deviant individual.
You’re right when you say this behaviour escalates – it’s a common theme in serial offenders that they start with these sort of small “allowances”, like exposure or this sort of public display. Once this behaviour doesn’t have the same thrill, the offender allows themselves a little more and a little more. Very few offenders go straight to extreme and serious offences, which is why we have to stop behaviour like this before it goes further.
The good news is, he has been identified!
